Resident relatives are usually insureds whether listed or not — but listing is what keeps the rating honest and the claim uncontested.
What filed auto forms generally say
A resident relative who drives is generally an insured under the definitions section even when the declarations do not name them.
That does not make listing optional in practice: forms include duties to report changes in household drivers, and misrepresentation provisions address material omissions.
A learner permit generally does not change coverage status; a child away at school is typically still treated as a resident of the household in most filed wording.
Why your policy can still say something else
Residency wording, driver-reporting duties and any named-driver exclusion are per-form; state law limits how far a carrier can act on an omission.
